THE NEW CONSTITUTION: AN IMPORTANT STEP TOWARDS A JUST KAZAKHSTAN

 

I believe that the draft of the new Constitution is a legitimate and expected stage in the implementation of President Tokayev's political reform program and the creation of a «Just Kazakhstan». The draft's foundation establishes changes and provides a legal framework for balancing the branches of government with the new political reality.

The political reforms initiated by the Head of State should lead to the creation of a unified and powerful parliament and the expansion of its powers. The transition to a unicameral model eliminates procedural duplication in the legislative process and increases the personal responsibility of deputies towards their constituents.

In Article 27, «freedom of labor» has been replaced with «the right to labor», which is very important because the state is not an external controller, but a guarantor of employment. I believe that this draft Constitution is an important act that aims to establish a new state model through legislation.

The adoption of the Constitution will complete the main stage of political modernization and create a legal framework for building a just Kazakhstan.
